Some plasticizers used in vinyl manufacturing have been associated with health risks, but polymer clay has not included those chemicals for many years. Non-toxic plasticizers are now used. Polymer clay isn't usually considered safe for aquariums. It may be, and it may be for larger fish in lots of water, or for other factors, but no one truly knows. This is presuming btw that the clay has been thoroughly cured because unpolymerized oils can eventually leach into the water if not, from deep in the center of the items.

Re sealing, polymer clay is always permanent and waterproof so needs no sealing like air-dry clays do. And it will fare better with water contact, much less long-term submersion, than almost any clear finishes (which are also plastics btw) except perhaps for epoxy resin.
